Freqtrade is a complete open-source trading bot with backtesting and a dry-run mode built in; you mainly configure it and write a strategy. CCXT is a library that gives one unified API across more than 100 exchanges; everything else is yours to build.
Trade-off: a ready-made bot is faster to start, a library gives full control.
Practical step: if your idea fits a candle-based strategy, try Freqtrade first; reach for CCXT when you need something it cannot do.
