Iran warned on June 25 that ships transiting the Strait of Hormuz must obtain permission or face action by the Islamic Revolutionary Guard Corps, saying the IRGC "will deal" with unauthorised vessels, according to reports.

The warning came a week after the memorandum to end the war was signed, and it suggested that maritime de-escalation remained incomplete.

A permit regime for a major international waterway would be contested by many countries, which regard the strait as open to free passage under the law of the sea.

Shipping companies will rely on official advisories and insurers' guidance. Those notices are the best indicator of how the warning affects actual traffic.
